Constituency : Rochester 1856-78
Philip was the son of the owner of Leeds Castle who had also been an MP for Newport. He was educated at Eton and Oxford. He was first elected in a by-election in 1856.
During his time in Parliament Philip was a frequent speaker and introduced and carried the "Sale of Spirits Amendment Act" and " Hotel Keepers Liability Act".
He died in 1878 aged 49.
