Francis  was  a  London  landowner. He  wrested  Reading  from  the  Conservatives  in  1847.

Francis  resigned  his  seat  in  1860  to  become  Lieutenant-Governor  of  the  Isle of  Man.

He  died  suddenly  in  1863  aged 53.
