Richard took  Tiverton  and  Honiton  from  the  Tories  after MP Neil  Parish  was  caught  watching  pornography  on  his  phone  in  the  House  of  Commons.

Richard  was  born  in  Weston-super-Mare. He  is  trebly  qualified  with  a  BA  in  History  from  the  University  of  London, an  Msc in Global  security  from  Cranfield  University  and  an MBA  from  the  Open University. He  then  entered  Sandhurst  and  was  commissioned  into  the  army in 2001. He  rose  to  the  rank  of  Major. He served  in  the  Balkans  and Iraq  and  won  three  campaign  medals. In  2010  he  started  working  for  the  University of Exeter  working  on  international  collaboarations. He  later  moved to  a  similar  post  at  Oxford.

Richard  is  the  Liberal Democrat  spokesperson  for  Defence. He  won the  redrawn  constituency  of  Honiton  and  Sidmouth  comfortably  in  2024.
