Luciana became the third former Change UK MP to move over to the Liberal Democrats.
Luciana was born in London to a Jewish family and is related to former Labour minister Emmanuel Shinwell. She was privately educated then went to Birmingham University. She started working for a management consultancy. She bcame director of Labour Friends of Israel in 2007. Her selection as candidate for Liverpool Wavertree in 2010 was controversial due to the imposition of an all-woman shortlist and the Liberal Democrats targeted the seat as a result although Luciana achieved a swing away from them. She was targeted by antisemites from early in her parliamentary career which got worse following the election of Jeremy Corbyn as party leader.
In February 2019, she joined a breakaway group of Labour MPs to form Change UK and was one of their mot prominent spokespeople. In June she quit Change UK after the European elections proved their hopes of supplanting the Liberal Democrats were unrealistic. In September she joined the Liberal Democrats after previously saying she wouldn't. She was selected for Finchley and Golder's Green and overtook Labour to finish a strong second in the December 2019 election.
Six months later, she started working for a PR company and stepped back from active politics. In February 2023 she rejoined Labour followng a letter from Keir Starmer and led the development of the party's Mental Health Strategy from 2024.
