John took over from Ronnie Fearn at Southport.
John was educated at Prescot Grammar School and Durham University. He became a religious studies teacher and later Head of Religious Studies and Philosophy at Merchant Taylor's School, Crosby. He became a councillor for Sefton MBC in 1987. He became leader of the council in 1992. He is a Catholic.
John became an education spokesperson. After 2005 he became shadow spokesperson for Transport and Health. After Nick Clegg became leader, he worked with Vince Cable on the treasury team. After 2010,. he chaired the party's parliamentary committee on health and social care until 2013 when he worked on a report into the economic problems of the North.
John supports the use of Open Source software in the public sector. In 2013 he voted against gay marriage. He was interested in mental health policy and saving local pubs and post offices.
John survived the 2015 election but decided to stand down in 2017 to avoid "the nightmare chaos of Brexit". He resumed as a councillor later that year.
He is now 70.
