Thomas won the new seat of St Pancras East.
Thomas was born in Liverpool. He was educated at King's College London. He was joint editor and proprietor of the
Liverpool Mercury He was Clerk to the Vestry of St Pancras.
Thomas was an advocate of municipal reform.
Thomas was defeated in 1886. He asked three mundane questions during his time in Parliament. He was an alderman of London County Council.
He died in 1894 aged 55.
